Published simultaneously in English as Memorial Presented by the Inhabitants of Louisiana to the Congress of the United States, this pamphlet protested the law of March 1804 which divided the province of Louisiana into the territory of Orleans and the district of Louisiana: 'WE THE SUBSCRIBERS, Planters, Merchants and other Inhabitants of Louisiana respectfully approach the Legislature of the United-States with a Memorial of our rights, a remonstance against certain Laws which contravene them....'
