MILLARD FILLMORE AUTHORIZES HIS MINISTERS TO NEGOTIATE WITH ARGENTINA, PARAGUAY AND URUGUAY. FILLMORE, MILLARD. 1800-1874. Document Signed ('Millard Fillmore') as President, authorizing the Secretary of State to affix the Seal of the U.S. to three full powers authorizing R.C. Schenck and J.S. Pendleton to conclude treaties on behalf of the nation, partially printed and accomplished in manuscript, 1 p, 4to (258 x 205 mm), Washington, DC, April 27, 1852, leaf creased and toned, spotting to extremities, stain on verso not affecting recto. In full: 'I hereby authorize and direct the Secretary of state to affix the Seal of the United States to three full powers , authorizing R.C. Schenck and J.I. Pendleton to conclude treaties of commerce with the Argentine Confederation, with Paraguay and with the Oriental Republic of Uruguay, dated this day and signed by me and for so doing this shall be his warrant.' Virginia-born John Pendleton (1802-1888) and Ohio-born Robert Schenck (1809-1890) jointly served as Ministers to Brazil from 1851-53, during which time they were directed to negotiate commercial treaties with the three South American countries mentioned above. Before the end of Fillmore's term, however, the duo was only able to deliver a treaty of 'Friendship, Commerce and Navigation' with Uruguay, which was delivered by Fillmore to Congress on December 7, 1852. Less than 10 years later, Pendleton and Schenck would find themselves on opposite sides of the Civil War.
