Continental Congress Second Class Lottery Ticket, John Dunlap (1747-1812), Philadelphia, Pennsylvania, 1776. The fragment of laid paper on woven substrate numbered 65,680 of 100,000 second class tickets issued by the Continental Congress in 1776 and drawn in June 1779, printed with inscription 'THIS TICKET entitles the Bearer to receive such PRIZE as may be drawn against this Number, according to a Resolution of CONGRESS, passed at Philadelphia, November 18, 1776.' above control letter 'N' at lower left and iron gall ink signature of lottery director George Campbell at right, verso inscribed with the names Capt. John Brooks, John Murdock, and Presley Blakiston, mounted in floating frame, (ticket) lg. 5 5/8, ht. 1 7/8 in. Footnotes: Note Congress sponsored four classes of lotteries to raise funds 'for carrying on the present most just and necessary War, in Defence of the Lives, Liberties and Property, of the Inhabitants of these United States.' The effort was a financial failure owing largely to wartime inflation as well as low ticket sales.
